The deal to buy a stake in Veon's Italian joint venture, Wind Tre, for 2.45 billion euros ($2.8 billion) will be approved by the European Union, according to people familiar with the matter. Earlier, Chang and reiterated his commitment to help Iliad, a competitor, in Italy.
The European telecommunications industry has sought to consolidate in recent years to boost revenue and investment in 5G and broadband businesses, but has had difficulty persuading regulators that mergers could reduce the number of Companies in the industry and increase prices.
Strict supervision means that companies usually have to make significant concessions to get their transactions approved.
Two years ago, Changhe and Veon (VON.AS), based in Amsterdam, were approved by the European Commission to form a Wind Tre joint venture. Prior to that, the two companies agreed to sell wireless bands, transfer or share mobile base station sites to help French telecom operator Iliad (ILD.PA).
Iliad was helped to ensure that Italy had a fourth telecom operator to compete with Italia Mobile (TLIT.MI), Vodafone (VOD.L) and the merged entity.
