U.S. lawmakers said Thursday they might consider sanctions against Russia's sovereign debt or its wealthy and politically and commercially friendly business leaders. The lawmakers are discussing possible new sanctions for Russia's intervention in the U.S. general election and other international actions.
Mike Crapo, the Republican senator and chairman of the Senate Finance Committee, said at the hearing, "When we consider further escalating the response, sovereign debt and increased focus on corporate oligarchy seem to be two areas of widespread support."
Thursday's hearing was the second of the three Russian sanctions hearings scheduled by the Finance Committee.
Russia's ruble fell to its lowest level in two and a half years on Thursday as markets feared more Western sanctions after Britain released details of the poisoning of two fathers and daughters of former Russian spies.
But these measures still need to be completed in order to become law. Some congressmen questioned the need for more sanctions because they believed that existing measures had failed to change Russia's behaviour and that sanctions against Russia could hit other countries or the global economy.
