Michel Barnier, the EU's chief representative in charge of negotiations on Britain's exit from Europe, cautiously commented that if unrealistic demands were cancelled, a British exit agreement could be reached by November. His speech stimulated investors' new optimism, and the pound surged on Monday.

It has been reported that Barney said at a forum in Slovenia that it was "realistic" to reach an agreement on the British withdrawal within six to eight weeks. That pushed the pound up to a five-week high of 1.3052 GBP = against the dollar, up about 1% in the day, and the pound up about 0.3% against the euro EURGBP = D3.
The British Embassy in Slovenia said: "Barney... said in reality, we can look forward to the next six to eight weeks to reach a British agreement to withdraw from Europe."
But Barney is actually repeating a recent standard position that if the negotiators, especially the government of British Prime Minister Theresa May, make further compromises, it is possible to reach an English withdrawal agreement on time.
"I think if we are realistic, we can reach an agreement in the first phase of the negotiations in six or eight weeks, that is, the British exit agreement," he said.
"Considering the time required for the approval process, we have to reach an agreement before the beginning of November. I think it's possible. "
