Democratic and Republican senators on Tuesday proposed a bill that would impose new sanctions on ZTE in China (0763. HK) (000063. SZ) without fully complying with U.S. law and agreements with the Trump administration. The relevant agreements reached between the ZTE and the Trump administration ended the strict restrictions imposed by the US side.
Trump's decision in July to lift a sales ban on ZTE and allow the company to resume business angered many lawmakers, including some of his Republican colleagues.
Since then, lawmakers have proposed several pieces of legislation to try to suppress the country's second-largest telecom equipment maker. But in the face of opposition from the government, most legislative actions have not been pushed forward.
Senators said they believed the latest measures would be supported by congressional leaders. The latest measures, led by Republican Senator Marco Rubio and Democrat Chris Van Hollen, focus on compliance with agreements with the Commerce Department.
Senate aides pointed out that the purpose of the bill was to show the government that Congress would demand a strong response if ZTE violated the agreement. Many congressmen see ZTE as a threat to U.S. national security, fearing that the use of ZTE's technology in the U.S. could make it easier for China to steal secrets.
In addition, the bill, proposed by three Republican and Democratic lawmakers, requires the Commerce Department to report every 90 days on the compliance with the agreement and to inform the relevant congressional committees of the results of the review of the agreement.
If ZTE fails to comply with the agreement, it faces severe penalties, including a $400 million fine currently in custody.
