According to court documents on Friday, the case arising from Russia's intervention in the 2016 presidential election pointed to possible problems with Trump, including whether he had instructed two women to pay hundreds of thousands of dollars in sealing fees during the election campaign.
Federal inspectors sought to imprison Michael Cohen, Trump's longtime "aftermath worker", for paying seal fees, avoiding taxes and lying to Congress about Trump's proposed building in Moscow to an adult film actor and a former Playboy model at Trump's request.
Democratic Congressman Jerrold Nadler told CNN that if the closure fee was found to be a serious violation of campaign finance rules, it would constitute the basis for impeachment.
"Well, they will be impeachable offences. But whether they are important enough to justify impeachment is another question, "Nadler said. Nadler will chair the House Judicial Committee when the Democratic Party controls the House of Representatives in January.
Under U.S. law, campaign contributions must be disclosed and should not exceed $2,700 per person.
The White House did not immediately respond to requests for comment. White House spokesman Thomas Sanders said Friday that Cohen had lied many times and that the findings did not make much sense.
Friday's court documents also revealed new information about contacts between people working for Trump and Russians in the Cohen and Paul Manafort cases. Cohen, Trump's private lawyer, and Manaford, Trump's former campaign chairman, were convicted in August of tax evasion and bank fraud charges.
