Sources familiar with the talks told Reuters that Huawei's relationship with the British authorities fell to a low point last month when a senior official withdrew from a meeting with the Chinese company because the British believed that Huawei had failed to address security loopholes in its products.
Despite Huawei's response, promising to spend $2 billion on security overhauls to address British concerns, relations between the two sides remain tense. At present, many countries led by the United States accuse Huawei of helping the Chinese government engage in espionage.
"In the past, British civil servants used to say'Please do this'to make requests rather than telling you or slapping the table," a person familiar with the matter told Reuters. "Huawei Headquarters now understands."
The worrying meeting between Huawei executives and the National Network Security Center (NCSC) highlighted the company's challenges in persuading Western governments to believe in the safety of its devices.
A spokesman for the National Communications Commission (NCSC), a unit of the Government Communications Headquarters (GCHQ), the British intelligence agency, said that the meeting at the end of November "ended ahead of schedule due to increased tension", but he declined to provide any further details because the dialogue was conducted in private.
