Since China and the United States reached a trade truce in early December, China has made some concessions, which the United States welcomes. But trade experts and sources familiar with the negotiations said that the United States is demanding long-term changes in China's trade practices, and that China is not doing enough.
US President Trump and Chinese President Xi Jinping agreed in Buenos Aires on December 1 not to escalate the tariff war between the two sides. The additional tariffs imposed by China and the United States have damaged hundreds of billions of dollars worth of trade between the two countries.
Since then, China has resumed importing U.S. soybeans, the largest agricultural export between the two countries, cut tariffs on imported cars from the United States, stopped mentioning "Made in China 2025", and told state-owned refineries to increase imports of U.S. oil.
Trump believes these signs indicate that "China wants to reach a large-scale, comprehensive agreement."
But experts say these measures only bring China and the United States back to the pre-trade war situation and have little effect on addressing the core needs of the United States. The United States requires China to make structural adjustments, stop subsidizing large state-owned enterprises and stop forcing the transfer of American technology to Chinese companies.
"I think these are all friendly gestures, but they do not exceed the concessions given by China before Trump launched the trade war," said Gary Hufbauer, a senior researcher and trade expert at the Peterson Institute for International Economics.
