In October, the two countries agreed to hold the commencement ceremony of the railway and road docking project between the two countries, which is another example of the easing of inter-Korean relations this year.
A special train of 100 South Korean officials, government officials and members of war-separated families went to Banmen Station in Kaesong to attend the opening ceremony.
South Korea's Unification Ministry said more than 100 North Korean delegations, as well as officials from the United Nations, China, Russia and Mongolia, also attended the ceremony.
South Korean officials said the United States and the United Nations Security Council supported the ceremony, but could not start construction when sanctions prevented the delivery of energy and metal products.
"Before we actually start building, there is still a lot to do," said Kim Hyun-mee, South Korea's Minister of Land and Transport, adding that the two Koreas will conduct more joint survey and design work for a year or two.
