Senior members of the House and Senate said that the recent closure was the 19th since the mid-1970s and had done little as before, but caused more damage because it was the longest government stall in U.S. history.
"Closing the door is not the magic weapon in all negotiations," Republican Senator Marco Rubio said on NBC's Meet the Press program.
Hakeem Jeffries, chairman of the Democratic Party caucus in the House of Representatives, also said in the TV program that closing the door was not a "legitimate negotiation strategy" when there was open political disagreement between the two major parties in the government.
During the closure of the government, about 800,000 federal employees took unpaid leave or worked for free. Officials are now busy reimbursing at least two arrears.
"We hope that by the end of this week all salaries in arrears will be reimbursed," White House Acting Chief of Staff Mick Mulvaney said on CBS's Face the Nation.
