Senior U.S. and Chinese trade negotiators discussed details of a series of agreements aimed at ending the trade war on Thursday, a week before Washington's deadline for trade expires and triggering higher U.S. tariffs.
The two sides are beginning to work out an agreement on structural issues, drafting the language of six memorandums of understanding on the proposed reform of China.
If the two sides fail to reach an agreement on March 1, US tariffs on $200 billion worth of Chinese imports will increase from 10% to 25%. Since the beginning of the trade war seven months ago, tit-for-tat tariffs between the world's two largest economic powers have disrupted international trade and slowed the global economy.
Two sources familiar with the talks said negotiators had been working hard this week to overcome linguistic differences in order to address the US's strong demand for structural changes in China's economy. These include enforcement mechanisms to ensure that China complies with any agreement.
"It's not surprising that this week is more challenging," said an industry expert familiar with the negotiations. "Once you move from summarizing outlines to filling in details, that's where things naturally become more challenging."
On Thursday night, after more than nine hours of talks, Chinese officials did not answer questions because they left the U.S. Trade Representative's office.
