The head of GCHQ said the West needed to understand that it faced challenges from China's technological revolution, far more serious than the dispute between Huawei and the United States over intellectual property theft and national espionage.
Huawei, the world's largest telecom equipment manufacturer, is under close scrutiny. Previously, the United States told its allies not to use Huawei's technology because it could become a tool for Chinese espionage.
Jeremy Fleming, head of government communications, said the alarming pace of technological change was unleashing unprecedented uncertainty, instability and risk.
"The strategic challenges posed by China's position in the era of technological globalization are far more than one telecommunications equipment company," said Fleming in Singapore, who leads the UK Government Communications Headquarters, one of the three largest intelligence agencies in the UK.
"It's a first-level strategic challenge for all of us," he said. "We must understand the opportunities and threats posed by the technology provided by China."
