Analysts said the trip was part of Kim Jong-un's efforts to seek foreign support. The breakdown of the second summit between the United States and North Korea in Vietnam in February meant that sanctions against North Korea had not been relaxed.
Yuri Ushakov, an assistant to the Kremlin, told reporters that this would be the first summit between Putin and Kim Jong-un and that the main topic would be the nuclear dispute and its resolution.
"Over the past few months, the situation on the Korean Peninsula has stabilized, mainly due to the initiative of the DPRK to stop rocket launches and close nuclear test sites," Ushakov said. "Russia is willing to help as much as possible to consolidate this positive trend."
North Korea's Central News Agency reported Wednesday that Kim Jong-un left for Russia in a special train early Wednesday morning.
According to KCNA, DPRK Foreign Minister Li Yonghao and Vice Foreign Minister Cui Shanji were accompanied by senior officials.
Kim Chang Son, Kim Jong-un's actual chief of staff, appeared in Vladivostok on Sunday, Yonhap reported.
Vladivostok is the closest major Russian city to the border between North Korea and Russia. It can be arrived by train from the border. Trains are Kim Jong-un's preferred mode of transnational transportation.
Russia has been involved in persuading North Korea to abandon its nuclear program for many years. Russia participated in the six-party talks with North Korea, South Korea, Japan, the United States and China, the last of which was held in 2009.
South Korea's foreign ministry says it understands that its agenda will include DPRK-Russia relations, denuclearization and regional cooperation.
"Achieving complete denuclearization of the peninsula and building a permanent peace mechanism are the common goals of both South Korea and Russia," Kim Ren-chu, spokesman for the South Korean Foreign Ministry, said in Seoul.
