Nicola Sturgeon, Scotland's chief minister, said Wednesday that Scotland would prepare for an independent referendum by May 2021, without London's consent.
Scotland has been a political ally of England and part of the United Kingdom for more than 300 years. In the 2014 referendum, the independence motion was rejected by 10 percentage points. But recent differences over Britain's withdrawal from Europe have strained relations with the London authorities.
"In this parliamentary term, the choice should be made to decide whether Scotland will follow Britain's withdrawal or become an independent European country in the future," Sterkin told the Scottish Parliament.
She said a parliamentary bill would be drafted by the end of 2019, and Scotland did not need London's consent at this stage. Scottish voters make up 8% of British voters.
But she said London's approval was ultimately needed to "remove doubts or challenges about whether we can apply the bill to an independent referendum."
Britain voted to secede from the EU by 52:48 in 2016. Although Wales and England are in favour of secession, Scotland and Northern Ireland want to remain in the EU.
In Scotland's independence referendum in 2014, coalition members said the only way Scotland could remain in the EU was to remain in the United Kingdom. The Scottish National Party (SNP), which runs the Scottish government, said a second referendum on independence was reasonable because the United Kingdom was taking it out of the EU against Scotland's will.
