In an interview with Fox News Channel, Kudrow said Trump's decision to impose tariffs on almost all remaining Chinese imports to the United States would depend on the outcome of the special session held on Saturday during the Group of 20 (G20) summit in Osaka, Japan.
"There are no preconditions," Kudrow said. "President Trump looks forward to this meeting. We believe that if the talks go smoothly, China is likely to return to the negotiating table, and we may be able to continue our consultations from where they were interrupted in May.
Trump will meet Xi Jinping at 0230 GMT in Osaka on Saturday.
Kudrow dismissed an earlier report as "false news". According to the report, China insists on lifting sanctions against Huawei Technologies Ltd., a Chinese telecom equipment giant, as part of a trade agreement, and the Trump government has temporarily agreed to postpone imposing new tariffs on more Chinese goods.
The Wall Street Journal quoted Chinese officials familiar with the plan as saying that Xi plans to offer Trump terms to end trade disputes, including lifting the ban on the sale of American technology to Huawei.
The South China Morning Post quoted sources on Thursday as saying that China and the United States have agreed to a temporary cease-fire of trade frictions and that the United States will suspend a new round of tariff action against China.
Kudlow said Trump was very open about imposing tariffs on more Chinese goods, but "if there are some good outcomes in the negotiations, or if China comes up with a good agreement for us in the future, then we may be willing to change some of our views."
Kudrow said Trump would continue to adhere to the two core requirements of the United States in trade disputes, that is, to require China to make structural adjustments in its policies to protect American intellectual property rights and to end the practice of forcing U.S. enterprises to transfer technology to Chinese enterprises.
