European Union leaders were negotiating all night Sunday, but by dawn on Monday, they had not reached an agreement on who would take over the post of president of the European Commission, as different political parties competed for influence.
Dutch Socialist Timmermans became the preferred candidate to succeed current President Juncker at the emergency summit of 28 EU leaders on Sunday, which was formed during last week's G-20 summit in Japan.
However, before the summit began, the plan was strongly opposed by the Eastern European countries and the centre-right European People's Party, forcing Tusk, President of the European Council, to hold bilateral consultations all night to find a candidate acceptable to all parties.
But none of them seems to meet the requirements. According to diplomats, by 0300 GMT, Timmermans was once again a popular candidate, but the dispute between the parties continued.
The impasse highlights the broader decision-making issues facing the EU, which has struggled in recent years to cope with a series of crises, including migration, climate change and the aftermath of the global financial crisis.
