The head of the National Trade Commission, Navarro, said Tuesday that trade negotiations with China are moving in the right direction and that any concessions made by the United States on Huawei in the context of a larger trade agreement are insignificant.
"We are moving in a very good direction," Navarro said in an interview with CNBC. "As the President said, the situation is very complicated. To be precise, it takes time and we want to do it well. So let's do the right thing."
Trump and Chinese President Xi Jinping agreed to restart trade negotiations during the Group of 20 (G20) summit in Japan last Saturday. The last major round of talks between the two countries broke down in May.
Partial lifting of Huawei's restrictions is a key part of the agreement, which allows the United States to expand the scope of technology supply to the Chinese Telecom giant. In May this year, the United States blacklisted Huawei for its national security concerns about its 5G network technology.
Navarro downplayed the concession to Huawei, saying the U.S. policy on 5G equipment had not changed.
"What we're basically doing is allowing chips to be sold to Huawei. These are low-tech products that will not affect national security," Navarro said.
"In the short term, selling chips to Huawei, a small amount of chips - less than $1 billion a year - is insignificant overall."
