Trump told reporters in the Oval Office that China was taking a procrastination tactic and he doubted whether a trade agreement could be reached soon. Negotiators for trade between China and the United States will meet face to face in Shanghai next week.
Trump has been taking a tough trade policy against China since he took office, imposing tariffs on hundreds of billions of dollars of Chinese goods imported to the United States, and threatening to impose taxes on another 325 billion dollars of Chinese goods if negotiations fail to make progress.
China has also taken tariff action against American products, and trade disputes between the two countries have affected global supply chains and shaken financial markets.
Trump said China may delay reaching a trade agreement, expecting the Democratic Party to win in November 2020 and bring him down.
"I think China probably wants to say'we wait'," he said. "Let's wait and see if anyone will betray the United States. Let's see if someone like that will be elected."
He said that Chinese leaders would probably be thinking, "Maybe we can deal with another fool or a dull person" instead of Trump.
The White House said Wednesday that U.S. Treasury Secretary Nuchin and trade representative Letter Heyzer will begin talks with Chinese Vice Premier Liu He in Shanghai on July 30.
This will be the first face-to-face talks between China and the United States since US President Trump and Chinese President Xi Jinping agreed to resume trade negotiations.
"I don't know if they will reach an agreement," Trump said of the U.S. consultants. "Maybe, maybe not."
He said he didn't particularly care because the United States was generating billions of dollars in tariff revenue.
Although Trump insists that tariffs are good for U.S. revenue, costs are actually passed on to U.S. businesses and consumers.
President Kudrow of the White House's National Economic Committee said on Friday that he did not expect a major agreement to be reached in trade talks with China next week, but U.S. negotiators hope that this round will pave the way for further fruitful negotiations in the future.
