In his first speech since taking office, the new British Prime Minister, Johnson, promised to lead Britain to withdraw from Europe at the end of October, which was "not negotiable". He plans to conclude a new withdrawal agreement with the EU, but the EU has repeatedly said it will not renegotiate the agreement.
Michael Gove, the minister entrusted by Johnson to prepare for a "no agreement" exit from Europe, wrote in the Sunday Times that the British government would "redouble its efforts" to reach a better agreement with the European Union.
"We still want them to change their minds, but we have to work on the assumption that they won't change... no agreement is a very likely prospect, and we have to make sure we are ready," Goff wrote.
"The first priority of this administration now is to plan for a withdrawal from Europe without agreement," he said, calling it "necessary at all" in order to make full preparations.
Goff said the government would launch "the largest public information campaign in British history in peacetime" in order to prepare people and businesses for a "no agreement" exit from Europe.
The Sunday Times reported that Dominic Cummings, the chief planner of the 2016 referendum on withdrawal from Europe, is now Johnson's senior assistant. He told the Prime Minister's advisers at a meeting that he has been given the task of withdrawing from Europe "by any means necessary".
