In the face of the territorial dispute between Japan and Russia, Japanese Prime Minister Shinzo Abe tried to break the deadlock through personal relations with Russian President Putin and economic cooperation between Japan and Russia, but Japanese media said that the limitations of this approach were more obvious.
According to Kyodo News Agency on 8 September, following the Japan-Russia summit held in Osaka at the end of June this year, Shinzo Abe and Putin met again in Vladivostok in the Russian Far East on 5 September, but Putin did not make any concessions on the issue of the South Kuril Islands (Japan called the "four northern islands").
In August this year, Russian Prime Minister Dmitry Medvedev made his first visit to Choose Capture Island in four years, which involves territorial disputes. On September 5, just before the meeting with Abe, Putin participated in the opening ceremony of the Sedan Island Aquatic Processing Plant, which is involved in territorial disputes. He said that he would continue to develop the island. In addition, Russia is also strengthening its armaments in the region. Under the situation of the stalled negotiation of the peace treaty between Japan and Russia, Russia is earnestly strengthening its effective control over the South Kuril Islands.
At the Oriental Economic Forum held in Vladivostok on May 5, Abe Jinsan delivered a speech emphasizing that his proposed eight economic cooperation would help to solve Putin's medical, employment and environmental issues. He also boasted of his close relationship with Putin and called for the conclusion of a peace treaty between Japan and Russia. Putin also hugged Abe on stage many times and called him by his first name. The relationship between the two men seemed to be very good.
