European Commission President Juncker told the European Parliament in Strasbourg that British Prime Minister Johnson told him Monday that Britain wanted to reach an agreement but would withdraw from the European Union on October 31, regardless of the agreement.
"There's little time left... The risk of a no-agreement exit is very real," said Juncker, whose comments weigh on sterling.
Members of Parliament who supported Britain's withdrawal from the EU applauded.
"It's time for a clean cut-off Britain to leave Europe," said Matthew Patten, who supported the British withdrawal. Other EU delegates who supported Britain's exit from Europe tried to overwhelm pro-EU British delegates by shouting "You lost!" And "garbage!"
After that, most EU parliamentarians voted to extend Britain's withdrawal date, a non-binding but politically significant resolution.
The European Parliament formally proposed Wednesday to allow Britain to postpone its withdrawal again so that London could have more time to agree on the terms of withdrawal. The resolution was adopted by 544 votes in favour, 126 against and 38 abstentions.
The European Union leaders will hold a summit in Brussels on October 17-18. The success or failure of the summit will take place. Two weeks later, Britain will usher in the scheduled withdrawal period.
Sources from Britain and the European Union believe that it is unlikely that Britain will have a complete and specific written plan by the end of this month to elaborate on the amendments to the existing text of the British withdrawal agreement.
"If that's the case, the summit will end in frustration," said an EU diplomat dealing with Britain's withdrawal from Europe. "If an agreement is to be reached, preparations must be made to a large extent in advance. It's too difficult for leaders to solve the problem at the last minute.
According to the British government's contingency plan, in the worst case, an unanimous withdrawal from Europe could lead to serious disruptions in trade, drug and fresh food supplies, as well as public disorder.
