In his closing speech at the Conservative Party annual meeting, Johnson insisted on his tough stance on the issue of Britain's return to Europe and provided the party's loyal supporters with the first details of what he called "constructive and reasonable proposals", though these details were vague.
As the deadline for Britain's withdrawal from Europe is approaching, his aides say that these proposals aimed at opening negotiations with him are the last attempt to break Britain's stalemate in Europe and find a way out of the EU.
But a senior British official said that if the EU did not pay, Britain would be prepared to leave the EU on October 31 without an agreement. Some companies argue that an agreement-free withdrawal from Europe could plunge the world's fifth largest economy into recession, disrupt trade and hinder investment.
"No matter what happens, we will return to Europe in October 31st," he said to the conservative members, who expressed his love for Europe in his speech. His speeches focused on domestic issues such as health, economy and crime.
"We will put forward a proposal that I think is constructive and reasonable and provide a compromise between the two sides," he said. "Let us firmly believe that there is no alternative but to return to Europe without agreement."
European Union diplomats and officials responded to earlier reports by British media about the proposal, calling it "fundamental flaws".
A senior EU official told Reuters, "If the British attitude is either to accept or to give up, then we'd better put the proposal aside and start discussing ways to extend the British withdrawal period."
