With only 23 days to go before the deadline for Britain's withdrawal from Europe, the future of the British withdrawal remains uncertain, as both sides are trying to avoid blackpots for delayed or disorderly withdrawal.
A source at the British Prime Minister's residence said Merkel and British Prime Minister Johnson had a telephone conversation Tuesday morning and had an open exchange of views. Merkel made it clear that a British withdrawal agreement was "unlikely". This is a sign that Johnson's final proposal to break the deadlock on Britain's withdrawal from Europe has failed.
The Downing Street source said it would be impossible to reach an agreement if Merkel's position on Northern Ireland's staying in the customs union represented the EU's position. The biggest obstacle to reaching an agreement remains the border arrangement between Northern Ireland and Ireland remaining in the EU after Britain's withdrawal from Europe.
The source added, "If Merkel's speech represents a new established position, it means that there is little possibility of reaching an agreement. It is impossible now and it will never be possible". Johnson insisted that Northern Ireland must join the rest of the UK in withdrawing from the EU's customs union.
A spokesman for the German Chancellor confirmed the conversation between Merkel and Johnson, but declined to comment further.
However, Norbert Roettgen, Merkel's senior ally, said Germany had no new position on the issue of British withdrawal. "Frankly speaking, it was unrealistic from the beginning to reach a British withdrawal agreement on the basis of Johnson's proposal by October 31," he said on Twitter.
