According to two sources and a trader who discussed the matter with Jiu San group, the US soybeans purchased by Jiu San group, a state-owned enterprise, have been detained in Dalian port for about a week, and the customs requires to pay taxes at 33%.
One of the sources said the soybeans were unloaded on Wednesday.
"Soybeans are still being withheld and cannot be crushed unless the 93rd group pays (additional) tariffs," another source said.
The group's president, Shi Yongge, told Reuters on Thursday that soybeans had been unloaded.
When asked if the company would pay the extra duties on the goods, Mr. Shi said it would abide by the contract and was in the process of going through formalities.
China imposed a 25% import tariff on us soybeans in July last year as a retaliatory measure for us tariff measures. As the trade war escalated, China later raised its tax rate to 33%, bringing the total tariff on each ship to about 60 million yuan (US $8.58 million).
But the Chinese government has in recent months granted duty-free quotas to some soybean crushers to encourage good faith purchases during trade talks.
However, the government has never disclosed the details of customs duty exemptions and how to implement them.
According to the source, Jiusan group's soybean cargo is one of the first ships to arrive in China based on exemption, so other importers who will receive the cargo in the next few weeks are paying close attention to the progress.
No one answered the two calls to the marketing department dealing with media affairs of Jiu San group.
One source is from a rival company that will ship some of its U.S. cargo at the end of November and December. Two other sources have regular business relations with Jiu San group. None of the sources wanted to be named because of the sensitivity involved.
