Trump said Tuesday that he was "close" to a trade agreement with China, but remained silent on the details of the signing, warning that if China did not reach an agreement with the United States, he would "significantly" raise tariffs on Chinese goods exported to the United States.
Asian and European stocks fell on Wednesday, while U.S. stocks initially fell as investors digested Trump's comments.
According to a number of trade experts and sources close to the White House, Trump's threat refers to the previously announced plan to impose a 15% tariff on Chinese exports worth about $156 billion from December 15. The so-called "4B list" will cover video game consoles, computer monitors, Christmas decorations and other items that are often used as gifts.
White House advisers said last week that if a "first stage" trade agreement is reached, tariff measures that will begin on December 15 may be avoided. Trump's threat and market reaction indicate that there is uncertainty in China US trade negotiations and it has a significant impact on the global economy.
William Reinsch, a former senior U.S. Commerce Department official and trade expert at the center for strategic and international studies, said the trump administration hopes to avoid the December 15 tariff hike if possible.
He said the moves will have a particularly heavy impact on consumers at a sensitive time, with more impact than previous tax increases. "Trump doesn't want to do that on Christmas Eve. The public's perception of tariffs at this time will be a bit bad, "he said.
He added that while most of the goods Americans will buy before Christmas have already been shipped, the increased tariffs could prompt retailers to "take the opportunity to raise prices.".
