The European Union has decided to impose tariffs of 17.2% - 27.9% on some corrosion-resistant steel imported from China in response to its so-called unfair low prices.
However, the European Commission said Tuesday it was investigating whether Chinese manufacturers had found a way to circumvent the tariffs.
The EU often investigates cases of suspected tariff evasion. Sometimes goods from countries such as China are shipped to another nearby country and then exported as if they were made in a transit country.
In the case under investigation on Tuesday, Chinese manufacturers increased exports of Certain Corrosion-Resistant steels with a thin oil coating, or with a slight increase in carbon, aluminum or titanium content, making the finished products slightly different from those before, so there is no need to pay tariffs, the Executive Committee said.
The Executive Committee said that Chinese manufacturers had no economic reason to make minor changes to their products other than to avoid tariffs imposed since 2018. The executive board added that a large number of such steel is pouring into the EU market at extremely low prices.
In the initial survey, the Executive Board found that the EU's demand for these specific steels increased by 25% to 9.3 million tons in the 12 months from 2013 to September 30, 2016.
