NEWS: China and Russia propose the UN to lift some sanctions against North Korea

China and Russia on Monday proposed the UN Security Council lift the ban on North Korea's exports of statues, seafood and textiles, according to a UN draft resolution seen by Reuters. Russia says it is doing so to encourage dialogue between Washington and Pyongyang.
The draft also calls for the lifting of the ban on North Koreans working abroad and for an end to the implementation of a 2017 resolution calling for the repatriation of all North Koreans working abroad by next week. The draft also states that railway and road cooperation projects between the two Koreas should not be sanctioned by the United Nations.
It is not clear for the moment when or whether the draft resolution will be voted on in the Security Council. To pass a resolution, it needs nine votes in 15 members of the Security Council, and the five permanent members, the United States, France, Britain, Russia and China, have not voted against it.
"We are not in a hurry," Vassily nebenzia, Russia's permanent representative to the United Nations, told Reuters, adding that consultations with Council members would begin on Tuesday. He said the sanctions they proposed to lift "have no direct relationship with North Korea's nuclear program, which is a humanitarian issue."
A state Department official said it was not the time for the Security Council to consider lifting the sanctions against North Korea, because North Korea "is threatening more serious provocation, refusing to meet to discuss denuclearization, and continuing to maintain and advance the banned WMD and ballistic missile programs.".
