Andrew Bailey, a former deputy governor of the Bank of England and one of the city's most experienced financial regulators, is expected to be named the bank's new president, according to a person familiar with the process.
Bailey, 60, has been with the Bank of England for 30 years and has been CEO of the financial conduct authority (FCA) since 2016. The agency is responsible for combating misconduct in the financial industry.
Earlier on Thursday, the Financial Times reported that Bailey would be president of the Bank of England, saying Sajid Javid, the UK chancellor, is expected to announce on Friday who will replace Mr Carney as the bank's new president.
A spokesman for the UK Treasury declined to comment.
Since last year, the UK has delayed the appointment of a new head of the central bank, focusing on brexit and the election that Prime Minister Johnson won last week. The impact of brexit remains a huge challenge for the Bank of England.
Canadians Carney will step down on January 31.
Other candidates include minouche shafik, deputy governor of the Bank of England, shriti vadera, chairman of Santander UK, and Kevin Warsh, former director of the Federal Reserve.
Gerard Lyons, an economic adviser to Mr Johnson as mayor of London, was seen as failing to meet the requirements of the central bank's presidency, but there was still a slim chance of being favoured, the Financial Times said earlier Thursday.
Raines is known for supporting the idea of brexit, which is not common among professional economists.
Johnson denied shafiq because she was critical of the British exit, the Financial Times said.
During the global financial crisis, Bailey, then at the central bank, was deeply involved in boosting the UK banking system; he remained a familiar face to the Fed and other central banks around the world.
